The General Manager is responsible for the management of all the day to day operations of all City Departments and City Government activities and administers all aspects of the budget cycle.

Mr. Gleason negotiates and administers all collective bargaining agreements with the labor organizations and is responsible for the hiring, firing and overall operational policies, regulations and procedures pertaining to the City.

Mark E. Gleason

Mr. Gleason received his Associates of Arts Degree in Business Administration from Hudson Valley Community College and his Bachelor of Arts Degree in Economics from the State University at Albany.

Prior to working at City Hall Mr. Gleason has spent the last decade working in the Public Housing/Human Services field. Mr. Gleason worked at the Watervliet Housing Authority as the Principal Account Clerk, responsible for the accounting in the WHA. Mr. Gleason moved on from the WHA to become the Business Manager for Pahl Programs, a Not for Profit organization helping young adults with alcoholic and drug addiction problems. Previous to his work for the City of Watervliet Mr. Gleason was the Chief Financial Officer for Homeless and Travelers Aid Society (HATAS). HATAS is a Not for Profit organization that helps the homeless and domestic violence victims in the Capital Region. Mr. Gleason has recently received his State Certificate as a Code Compliance Technician, which will help with the City of Watervliet’s implementation of the new Code Enforcement Program.

He was hired in July 2005 as the Deputy General Manager and was appointed to the General Manager position in September 2006.

Currently the President of the Watervliet High School DAD'S Club, Mr. Gleason is the founder of the Watervliet Pop Warner Flag Football program and past President of the City's Pop Warner Football League.
Mr. Gleason is also a past President of the Watervliet PTA and a former member of the Watervliet School Board and Watervliet Zoning Board.
He has also been extensively involved in the City's Little League program and the Watervliet Housing Authorities Christmas Visit from Santa program.

Mr. Gleason has been a resident of the City of Watervliet for over 25-years where he and his wife have raised their two sons.
