The Community Development Block Grant (CDBG) Program is a federally funded program authorized by Title I of the Housing and Community Development Act of 1974. The CDBG Program is administered by the NYS Office of Community Renewal (OCR) under the direction of the Housing Trust Fund Corporation (HTFC).

NYS CDBG funds provide eligible communities and counties in New York State with an opportunity to undertake activities that focus on community development needs such as creating or expanding job opportunities, providing safe affordable housing, and/or addressing local public infrastructure and public facilities issues. The primary statutory objective of the CDBG program is to develop viable communities by providing decent housing and a suitable living environment by expanding economic opportunities, primarily for persons of low and moderate income. A low-and-moderate-income person is defined as being a member of a household whose income is less than 80% of the area median income for the household size.

Annual CDBG 2025 categories and respective funding limits are as follows:
1) Public Infrastructure (i.e.: water/sewer) – $1,500,000 ($2,000,000 w/ NYS Co-Funding Initiative)
2) Public Facilities (i.e.: public bldgs./community centers/senior centers) – $1,000,000
3) Microenterprise (i.e.: small business development) – $300,000
4) Community Planning (i.e.: needs assessments/preliminary engineering reports) – $50,000
5) Imminent Threat (i.e.: remove condition posing threat) $1,000,00
6) Stand Alone Business Assistance (i.e.: help to business to create jobs) $25,000 to $750,000

Prior to applying for funding, potential applicants must comply with citizen participation requirements pursuant to 24 CFR 570.486 and NYS Homes and Community Renewal’s Citizen Participation Plan. These guidelines require potential applicants to follow a citizen participation plan providing for a minimum of one public hearing held prior to the submission of an application and making applications available to the public for inspection at the municipal office(s). The public hearing is held to provide an opportunity for citizen feedback on the community and economic development needs of the applicant community and any proposed project(s).

Pursuant to the requirements set forth above, the City of Watervliet City Council has scheduled a public hearing to seek public comment regarding one, or more, potential grant application(s) with New York State Office of Community Renewal for the 2025 program year. The public hearing will take place on Thursday June 19th, 2025, at 6:00 pm at the Watervliet Senior Citizen Center 1501 Broadway, Watervliet, NY 12189.
