The Assessor’s office is responsible for the establishment of assessed valuation of property in the City, in conformance with the New York State Real Property Tax Laws and the Laws of the City of Watervliet, to be used in the computation of property values. For important dates regarding property assessments please see the City Calendar.

For those property owners who feel their property has been incorrectly assessed, complaint forms may be obtained from, and should be filed in the Assessor’s Office prior to the May 1 of each year.

The Board of Assessment Review holds a Grievance Day on the 4th Tuesday of May each year. During this time homeowners who have filed the proper paperwork (RP524 form) may meet with the Board of Assessment Review to discuss the reasons why they feel their assessment is incorrect.

Exemptions

The following exemptions are available through the New York State Department of Tax & Finance to qualified homeowners in the City of Watervliet.

Proper paperwork must be filed in the Assessor’s Office by March 1 each year in order to be considered for an exemption.

Senior Citizens Exemptions

If you are a City resident who is over 65-years of age, have owned your home for one year or more and have a gross annual income under $37,400, you may be eligible to receive a Senior Exemption on City, County and School taxes.

Veterans Exemptions

If you are a City resident who has served on active duty during a period of war and own your home, you may be eligible to receive a Veterans Exemption on City and County taxes.

Basic STAR Exemption

The Basic STAR Exemption applies to School District taxes only; and there are two types of exemptions with this program. The Basic STAR Exemption is for owner occupied homes. The homeowners must be under 65 years of age with a combined income of less than $500,000 for all owners.

To apply for a new Star Exemption (either basic or enhanced) for purchases made after 2015, you must register with the NYS Tax and Finance Department at www.tax.ny.gov or call (518) 457-2036.

Existing Basic STAR recipients turning 65 years old may apply at the City of Watervliet Assessor’s office.

Enhanced STAR Exemption

The Enhanced STAR Exemption is for owner occupied homes. Homeowners must be over 65 years old and have a net income below $93,200 for all owners. In order to be eligible for the exemption, the property must be your primary residence.

The Enhanced STAR Exemption is handled through the City of Watervliet Assessor’s office and applications must be filed on or before March 1 of each year.

Persons with Disabilities and Limited Income Exemption

To qualify for this exemption persons with disabilities must have certain documented evidence of their disability and meet income limitations and other requirements. This exemption is for owner occupied homes within the City of Watervliet.
